Jeff Swanstrom, PE, CBI-Team Leader 

As the Oregon Department of Transportation (ODOT) Senior Bridge Inspector for over 14 years (2004-2017) he was the lead worker for 8 Bridge Inspectors and 2 Underwater Inspectors. As part of his duties, he negotiated contracts for the inspection of nearly 50 complex Oregon Department of Transportation bridges. He also developed and implemented quality control/assurance reviews (QAs) on bridge and tunnel inspections performed by Region staff and consultant engineering firms, while performing/participating in up to 8 QA Review trips per year throughout Oregon.

Jeff assisted the Local Bridge Inspection Engineer with the Inspection Proficiency program to review and certify state and consultant inspection personnel. He led a group of ODOT staff to review and maintain the Bridge Inspection Coding Guide and Bridge Inspection Program Manual per current standards. Jeff’s Senior Bridge Inspection duties also included managing the inventory and inspection of nearly 75 “Other” Agency bridges and tunnels, including those owned by cities, Ports, Oregon Department of Fish & Wildlife, State Forestry, and Universities throughout Oregon. Through all of this experience, Jeff understands the State of Oregon’s expectations for state and consultant bridge inspectors.

Over the past two decades, up until 2021, Jeff was a steering committee member, moderator, and occasional presenter for the National Bridge and Tunnel Inspection Conference and the Pacific Northwest Bridge Maintenance Conference. He also spent several years as a steering committee member on the ODOT Structures Expert Task Group (ETG) Research program, helping to select research projects to enhance bridge inspection, maintenance, design, and construction in Oregon and neighboring states.   

Mr. Swanstrom was the Region 2 Bridge Inspector for 14 years (1990-2004), managing and inspecting 900 NBI bridges and over 500 non-NBI structures (tunnels, culverts, and sign structures) throughout Northwest Oregon. 

Following his retirement from ODOT, Jeff worked part-time for the ODOT Bridge Section (2017-2021) as the acting Senior Bridge Inspector, and performing inspections of NBI and Non-NBI “Other” Agency and State bridge inventories including those for state universities, county forests (incl. Coos, Tillamook, Clatsop), Ports (incl. Portland, Astoria, Newport, Columbia, Morrow), Division of State Lands, State Parks, the Oregon Department of Fish and Wildlife, and Region 5 state bridges and culverts throughout Eastern Oregon (incl. Morrow, Umatilla, Union, Wallowa, Grant, Baker, Harney, and Malheur counties). As part of his temporary assignment, Jeff also served on the steering committee for the Local Agency Bridge Maintenance Training Workshop, helping to deliver the training in March 2019.  In December 2019, Mr. Swanstrom was a co-instructor with Dr. Steve Lovejoy to deliver Oregon’s sponsored In-Service Fracture Critical Bridge Inspection Training, attended by practicing state and consultant bridge inspectors.  

From 2022 through 2025, Jeff has been working for Oregon Transportation Professionals, LLC, inspecting over 500 NBI bridges and culverts for various city and county bridge owners throughout Northeast Oregon.
